If your video is originally at 30fps you do NOT have to go through these steps, just ensure that it is .mp4 format and under 30seconds and it should upload just fine. Again this video is only for people who wanted to upload clips to Twitter at 60fps and realized they couldn't (due to twitters frame/second restriction). Sorry for the inconvenience.
